Renting to a foreigner with no ΑΦΜ yet
The official ΑΑΔΕ service «Μισθωτήρια ακινήτων». Issuing a tax number is a different procedure at a different door — and its current form is checked with ΑΑΔΕ.
Without the tenant’s ΑΦΜ the lease declaration cannot be submitted on myAADE (Taxisnet) — the field is mandatory. The signed agreement still stands, and your own deadline keeps running: the end of the month after the tenancy starts (ΠΟΛ.1162/2018). A foreign tenant gets the number from the tax office (ΔΟΥ) or through an authorised representative; you file the same day.

Why the declaration cannot go in without a tax number
The lease declaration identifies the tenant by tax number — not by passport and not by name. The field is mandatory, so there is no version of «file it now and fill that in later».
The agreement is signed as normal
Signing does not wait for the tax number. Two copies, identity or passport details, the address, the amounts and the dates: a private agreement stands on its own, with no notary.
The filing waits
With no tenant tax number nothing can be submitted. And while nothing is submitted there is no acceptance and no filing certificate.
And the tenant waits with it
The certificate is the paper asked for by the electricity company, the bank, an address confirmation. Somebody who has just arrived in the country needs it sooner than you do.
How a foreign tenant gets a tax number
The tenant obtains the number themselves, not the landlord. Your part is making sure the process does not start in the last week of the month.

An example (παράδειγμα): the tenancy starts on 1 September, so the filing is due by 31 October. The dates are made up.

The ΑΑΔΕ deadline counts from 1 September and stops at none of these stops.
The steps in order
Ask on the day you agree terms
Before anything is signed, ask whether the tenant has a Greek tax number. It is the one question that moves your deadline from comfortable to tight.
Apply at the ΔΟΥ or through a representative
A tax number is issued by the tax office, in person or through an authorised representative. The exact procedure and the documents differ by category of person and they change — check the current procedure with ΑΑΔΕ before booking an appointment.
Meanwhile, collect your own details
The energy certificate number, the start and end dates, the rent and the deposit — and the ΑΤΑΚ (the property’s 9- to 11-digit number from the Ε9 form) from the Ε9 register, optionally. Then, on the day the number arrives, the filing takes minutes instead of days.
File it, and ask for acceptance
With the number in hand the declaration goes in from Εφαρμογές → Φορολογικές Υπηρεσίες → Ακίνητα → Δηλώσεις μίσθωσης ακινήτων → Είσοδος στην Εφαρμογή and is submitted for good. The tenant has 30 days to accept and prints the certificate from their own tab.
What circulates about obtaining a tax number «digitally» we could not confirm at a primary source on the day we checked, so we do not state it as fact: a procedure that does not exist costs somebody a trip and a week. The safe wording is the tax office or an authorised representative, with the current procedure checked at ΑΑΔΕ.
The deadline does not move — the landlord’s trap
The deadline runs from the start of the tenancy, not from the day the tenant got their tax number. A tenancy that began on 1 September is declared by 31 October, even if the number came through on 20 October — and even if it comes through in November.
We found no provision extending the deadline because the tenant’s number is missing, so this page promises none. If the filing does go in late, the fine is €100 whatever the delay (Law 5104/2024, άρθρο 53): the amount does not grow, so the right move is to file the moment the number exists rather than wait for anything else.
A convenient start date — the one that makes the filing look timely — solves one problem and creates a worse one: the signed agreement says a different date, and the two are read together.
The filing goes in the day the number does

If the tenant leaves, or arrives later
Three common situations, and none of them is fixed by a verbal understanding.
They leave the country
The tenancy is terminated like any other: a termination declaration by the landlord, by the end of the month following the termination date. Without it ΑΑΔΕ treats the tenancy as running and attributes rent you are not collecting.
They arrive later than the agreement says
The filing follows the start date that was agreed. If the date genuinely changes, it changes through an amending declaration — which alters the term, the rent, the signature date and the ΠΕΑ (energy certificate), and nothing else.
The tenant is replaced
A new tenant always means terminating the old tenancy and filing a new lease. A person is not swapped inside an existing declaration, even when the flat and the rent stay the same.
