The best Athens area for a Golden Visa property depends on what the apartment must do for you: become your family's home, support a long-term tenancy, or remain practical to own from abroad. Compare the exact property and its proposed legal route before choosing by neighbourhood name. A listing label, postcode or asking price does not establish eligibility.
Athens areas: compare them against your own brief
The table below is a viewing checklist, not a ranking, price forecast or promise of rental returns. Use it to decide what to inspect in each location.
| Area to compare | Questions for your visit | Questions about the exact property |
|---|---|---|
| Central Athens | Does the street work for your daily routine at different times of day? Check the actual walk to transport and amenities. | Floor, light, noise, lift, building condition and any change-of-use history. |
| Kolonaki and Lycabettus | Are slopes, stairs and access practical for everyone who will use the home? | Parking, lift access, maintenance obligations and the full cost of the specific unit. |
| Athens Riviera and southern suburbs | Test the trips you will actually make to work, school, shops and the coast. | Building charges, exposure, condition, storage and what is included in the sale. |
| Northern suburbs | Check the route to the particular school, workplace or family destination you need. | Heating, running costs, parking and the maintenance responsibilities of the home. |
| Kallithea and Piraeus | Compare individual streets and transport connections; do not treat a whole municipality as one market. | Noise, layout, main-area documentation, project completion and intended use. |
Explore the property project catalogue, then request current information for the exact unit. A project page is a starting point for questions, not confirmation that every unit is available or qualifies.
Choose the property route before narrowing the area
The Ministry's Circular 9/2024 distinguishes the standard property route from change-of-use and listed-building cases. Each has conditions beyond an advertised price. Have an independent lawyer check the current rules and the specific property's records before paying or relying on an exception.
| Route being proposed | What to request before committing |
|---|---|
| Standard property purchase | Written confirmation of the applicable investment threshold, qualifying area and title for the proposed purchase. |
| Commercial-to-residential conversion | Evidence of prior use, the approved change of use and completion relevant to the application; confirmation that this buyer and purchase can use the route. |
| Listed-building route | The listing designation, restoration obligations, timetable and consequences for transfer or renewal. |
Our investment and purchase-budget guide separates the property price from other costs. If a seller uses “€250,000 Golden Visa” in an advertisement, ask which exception is proposed and which documents support it. A cheap apartment is not automatically a qualifying investment.
Family home, rental property or occasional use?
For a family home: make a list of the people who will live there, room needs, access requirements and your actual school or work destinations. Test the route on a visit. Property suitability and family residence eligibility are separate checks; use the family planning guide for the latter questions.
For rental income: first establish the letting arrangements legally available for that property and permit route. Then request evidence for comparable rents, a vacancy scenario and operating costs. Do not build the purchase case around unverified holiday-rental income or an advertised gross yield.
For ownership from abroad: decide who will inspect the apartment, receive keys, coordinate agreed repairs and report to you. Review the handover plan for overseas owners before completion.
Compare three actual units, not three neighbourhood averages
- Record the exact unit, floor plan, condition, asking price and what is included.
- Keep legal-route checks separate from your lifestyle and rental preferences.
- List purchase costs, remaining works and recurring expenses; mark unconfirmed items rather than entering zero.
- Compare your own occupancy assumptions, including a period without rent.
- Record the evidence still needed and the person responsible for checking it.
Use the purchase-budget worksheet and property checklist to organise your questions. These tools help you prepare; they do not approve a property or predict its return.
What should you ask about a developer project?
- Which exact unit is offered, and is its availability confirmed in writing?
- What work is complete, what remains and which documents demonstrate the current position?
- What payment stages, completion terms and remedies appear in the proposed agreement?
- Who confirms the legal route, ownership records, permitted use and any restrictions?
- Who handles inspection, utilities, keys and management after handover?
